More recently, French public bodies like Urssaf, the organization responsible for collecting social security contributions, have chosen Linux for their cloud infrastructure. This represents a foundational step towards a broader abandonment of Windows-based systems in critical backend operations. Even the French tax authority (DGFIP) is reportedly exploring alternatives to Windows, indicating a systemic shift in thinking within key government departments towards more sovereign and open solutions.

However, the path to open-source adoption is not without its challenges, and not all efforts have been uniformly successful. The city of Munich, for instance, famously reversed its decision to use Linux and open-source software (known as LiMux) after years of implementation, ultimately opting to return to Microsoft products. This high-profile reversal highlighted the complexities of such migrations, including issues related to user acceptance, compatibility with specialized legacy applications, and the availability of adequate support infrastructure. These "derailed" projects serve as cautionary tales, emphasizing the need for meticulous planning, robust training programs, and sustained political will to ensure successful transitions. They underscore that while the software itself may be free, the costs associated with migration, training, and ongoing support can be significant and must be carefully managed.

Challenges and the Path Forward

While the strategic imperative for digital sovereignty is clear, the practical implementation of such a widespread shift presents considerable challenges. One of the most significant hurdles is the integration and compatibility with existing "métier" applications – specialized software critical to the day-to-day operations of various administrative departments.
